Like others have stated there is no way for a character that is not level 80 to use the elite specializations. If you would like to get to level 80 faster you could always use Tomes of Knowledge or Experience Scrolls .
Willbenders are elite Canthan warriors who protect the Emperor and their family with their lives. They believe the best way to protect their allies is to execute their enemies, so they move swiftly, cutting down threats one by one before they have time to attack. Willbenders only act when needed and, as such, sacrifice the passive bonuses of Once you have the expansions, each E-Spec requires 250 hero points. Elite Specs are just like the other Specializations but they can only be done once you're full 80+ own expacs. They need a full 250 Hero Points each to fully train. You equip them at the bottom slot of your Specializations panel (so you can only have 1 active at a time).

Weaver is purely a DPS with very limited support. It's quite good in this role, but no better than catalyst despite its lack of any support option. Both weaver and catalyst are better DPS options than tempest, however. Weaver is decent in PvP and WvW, too. It's usually a duelist in PvP and not as good as catalyst.
